The Governing Council includes the Rector, who presides over the council, the Registrar and the Comptroller, as well as fifty members of the university community distributed as follows:
- Fifteen members chosen from the different representatives of the university centres. Among these members seven will be chosen from among the deans of faculties and the directors of colleges, seven from among department heads and one from among the directors of university research institutes.
- Twenty are chosen by the University Senate. Among those chosen, four will be voted for by the tenured professors who have doctorates, four will be voted for by the teaching staff who do not have doctorates and who have tenure or who have temporary work contracts, eight will be chosen by the students and four by the administrative and services personnel.
