Royal Decree 1125/2003, September 5, establishing the European system of credits and the grading system for official university degrees valid throughout the national territory (BOE #224, September 18, 2003) establishes in its introduction that "The current Spanish university grading system differs greatly from those proposed by the construction of a European Higher Education Area and therefore must be modified. The grading system must be easily compared with the grading system used in the European credits system and an internal system distributing the grades that have been given must be established".
In accordance with the introduction, section 54 of this Royal Decree establishes that "The results obtained by a student in each of the topics of the study plan will be graded from 0 to 10, with one decimal place, to which the corresponding qualitative grade can be added:
- 0 - 4.9 Fail
- 5.0 - 6.9 Pass
- 7.0 - 8.9 Merit
- 9.0 - 10.0 Distinction
Regarding grades of "Highest Distinction" (Matrícula de Honor), section 5.6 of the Royal Decree states that "it can be awarded to students who have received a grade of 9.0 or higher. No more than 5% of the students registered in a course during a single academic year can receive them, unless the number of registered students is less than 20, in which case only one "Highest Distinction" can be given.
Finally, article 6 of section 5 establishes that "Credits from educational activities that do not form part of the study plan (that is, activities that are not official free electives offered by the University of La Laguna) will not be numerically graded, nor will they have an effect on the academic transcript grade point average".
