Overview

Goals

The objectives of the microcredential are the following:

  • To know and apply the main aspects of public procurement in everyday life.
  • To understand the fundamentals of responsible public procurement in practice.
  • To know and implement the different existing technical rationalization systems.

Access requirements

A university degree is not required to access this micro-credential. However, students wishing to access it must meet the following access requirements:

  • Working in public procurement in a public administration

The contents of the micro-credential are broken down into the following modules:

Methodology and activities

The training activities to be carried out during the delivery of the micro-credential will be:

  • Theoretical classes: expository, explanatory or demonstration sessions of the contents and knowledge.
  • Practical classes: sessions of practical application of the content developed in the theoretical classes, through the resolution of exercises, problems or theoretical-practical scenarios.
  • Independent work: independent and self-regulated activity of the student based on the documentation and guidelines proposed in the subject, preparation of classes and exams, preparation of final reports, internship reports

Teaching methodology

Regarding the way to organize the teaching to achieve the objectives set out in the micro-credential, the organizational modality summarized below will be followed:

  • Lectures/expository method: presentation or explanation by the teaching staff.
  • Practical classes: activities supervised by the teaching staff in the classroom, laboratories, clinics
  • Individual work: individual preparation of assignments/projects/reports, portfolio.
  • Active methodologies: cooperative learning, project-based learning, flipped classroom, service learning, game-based learning, case studies, problem solving… These are aimed at making learning a participatory process and are based on student agency.

Evaluation criteria

The microcredential will have an evaluation system (ES) based on the following assessment tests:

  • Case studies, exercises and problems: tests in which students must solve, in a reasoned manner, within a certain time, and according to the established criteria, the cases, exercises or problems posed by the teaching staff, with the aim of applying the knowledge acquired.
  • SE6. Attendance, participation or attitude in teaching activities, seminars, tutorials, etc.: monitoring student attendance and participation in teaching activities, carrying out activities during teaching sessions.

Susana Eva Franco Escobar

Doctor of Administrative Law. Recipient of the Extraordinary Law Degree Award, with over twenty-five years of teaching and research experience at the University of La Laguna (ULL) as a faculty member. Specialist in economic public law, with publications on public sector contracts, smart cities, digitalization, e-government, and the use of AI in the public sector. 

Jaime Pintos Santiago

Contracted Professor of Administrative Law and Director of the Comprehensive Strategic Public Procurement Research Group at UDIMA. Practicing lawyer. Career civil servant on leave.

Juan Antonio Pavón Pérez

Doctor of Law. Professor of Administrative Law at the University of Extremadura (accredited Contracted PhD, Private University Professor, Assistant Professor). Member of the Research Group "E-strategic and Comprehensive Public Procurement" (UDIMA). Associate member of the Observatory of the Public Sector and Artificial Intelligence (OSPIA). Collaborating researcher at the Center for Research on Global Governance (CIGG) of the University of Salamanca.

Samuel García Castro

Graduated in Law and Economics from Pompeu Fabra University. Specialist in Public Procurement from UDIMA, and specialist in Regional Development from the University of La Laguna. Coordinator of the Canary Islands Observatory for Responsible Public Procurement since 2023. 

Javier Mendoza Jiménez

PhD in Economics from the University of La Laguna (ULL). Master's degree in European Studies from the University of Latvia and Specialist in Public Procurement from the University of Madrid (UDIMA). Member of the Canary Islands Observatory for Responsible Public Procurement since 2022.
