The ULL has started a process to guarantee a supportive research environment in order to improve the attractiveness of the researcher career and increase the attractiveness of the ULL to hire talented researchers. The adoption of the <em>European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (Charter and Code)<\/em> and its implementation into ULL normative and practices is one of the key elements in this process.<\/p>\n<p>The \u00ab<em>Human Resources Strategy for Researchers Incorporating the Charter &amp; Code<\/em>\u00bb (HRS4R) is a procedure designed by the European Commission to assist research institutions in the implementation of the Charter and Code. The implementation of the Charter and Code for the Recruitment of Researchers supports the career development of researchers.<\/p>\n<p>The Universidad de La Laguna is committed to the open and transparent recruitment of academic researchers since it promotes and improves the quality of the academic work force. Open and transparent recruitment and selection processes promote employment opportunities for researchers (particularly young ones) and mobility both within the university (internal mobility) and between universities (external mobility).[\/vc_column_text][vc_tta_accordion shape=\u00bbsquare\u00bb c_icon=\u00bbchevron\u00bb c_position=\u00bbright\u00bb active_section=\u00bb\u00bb no_fill=\u00bbtrue\u00bb collapsible_all=\u00bbtrue\u00bb][vc_tta_section title=\u00bbThe Charte &amp; Code for researchers and funders\u00bb tab_id=\u00bbthe-chartecode-for-researchers-and-funders\u00bb][vc_column_text]In a communication from March 2005, the European Commission adopted the <a href=\"http:\/\/ec.europa.eu\/euraxess\/pdf\/brochure_rights\/am509774CEE_EN_E4.pdf\" target=\"_blank\" rel=\"noopener\" target=\"_blank\" rel=\"noopener\">European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers<\/a>, and recommended its implementation in the Member States. These two documents are aimed at researchers as well as hiring institutions, and are key elements in the policy of the European Union to make research an attractive career, which is an essential feature of its strategy to stimulate economic growth and employment within the EU.<\/p>\n<p>The European Charter for Researchers is a set of general principles and requirements which specifies the roles, responsibilities and entitlements of researchers as well as of employers and\/or funders of researchers. The Charter constitutes a framework for researchers, employers and funders which invites them to act responsibly and as professionals within their working environment, and to recognise each other as such.<br \/>\nThe code of conduct for the recruitment of researchers consists of a set of general principles and requirements that should be followed by employers and\/or funders when appointing or recruiting researchers. The \u00abHR Excellence in Research\u00bb logo identifies the institutions and organisations such as suppliers and supporters of a stimulating environment and favourable working conditions.<\/p>\n<p>The \u00abHR Excellence in Research\u00bb award acknowledges progress in aligning research institutions HR policies with the principles set out in the Charter and Code. OTM-R is fully embedded into the \u2018strengthened\u2019 HRS4R procedure.<\/p>\n<p>The \u2018OTM-R Package\u2019 is a set of practical and useful tools for implementing Open, Transparent and Merit-based recruitment practices in Research Performing Organisations.
