{"id":12640,"date":"2017-12-20T15:07:58","date_gmt":"2017-12-20T15:07:58","guid":{"rendered":"https:\/\/www.ull.es\/la-universidad\/?page_id=12640"},"modified":"2025-12-02T07:46:51","modified_gmt":"2025-12-02T07:46:51","slug":"calidad-titulaciones","status":"publish","type":"page","link":"https:\/\/www.ull.es\/la-universidad\/en\/calidad\/calidad-titulaciones\/","title":{"rendered":"Quality in degrees"},"content":{"rendered":"<div class=\"wp-block-stackable-columns stk-block-columns stk-block stk-079ae03\" data-block-id=\"079ae03\"><div class=\"stk-row stk-inner-blocks stk-block-content stk-content-align stk-079ae03-column\">\n<div class=\"wp-block-stackable-column stk-block-column stk-column stk-block stk-a30b6e1\" data-v=\"4\" data-block-id=\"a30b6e1\"><style>@media screen and (min-width: 768px){.stk-a30b6e1 {flex:var(--stk-flex-grow, 1) 1 calc(66.667% - var(--stk-column-gap, 0px) * 1 \/ 2 ) !important;}}<\/style><div class=\"stk-column-wrapper stk-block-column__content stk-container stk-a30b6e1-container stk--no-background stk--no-padding\"><div class=\"stk-block-content stk-inner-blocks stk-a30b6e1-inner-blocks\">\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-9b170e2\" id=\"calidad-en-las-titulaciones\" data-block-id=\"9b170e2\"><h2 class=\"stk-block-heading__text\">Quality in degrees<\/h2><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-8e96539\" data-block-id=\"8e96539\"><p class=\"stk-block-text__text\">The official Bachelor&#039;s, Master&#039;s and Doctorate degrees from the University of La Laguna are subject, like the rest of the degrees from Spanish universities, to a quality control model divided into three evaluation phases, as established by the <a href=\"https:\/\/www.boe.es\/eli\/es\/rd\/2021\/09\/28\/822\/con\" target=\"_blank\" rel=\"noopener\">Royal Decree 822\/2021, of September 28, establishing the organization of university education and the quality assurance procedure<\/a>, as well as by the&nbsp;<a href=\"https:\/\/www.boe.es\/eli\/es\/rd\/2011\/01\/28\/99\/con\" target=\"_blank\" rel=\"noopener\">Royal Decree 99\/2011, of January 28, regulating official doctoral studies<\/a>:<\/p><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PHASE 1<\/strong><em>&nbsp;\u2013 Ex ante evaluation or initial verification of the title<\/em>, related to the validation of the curriculum design (<a href=\"http:\/\/www.aneca.es\/Programas\/ACREDITA\" target=\"_blank\" rel=\"noopener\">VERIFICA Program<\/a>&nbsp;\u2013&nbsp;<strong>Title Verification Report<\/strong>&nbsp;and its subsequent ones&nbsp;<a href=\"http:\/\/www.aneca.es\/Programas\/VERIFICA\/Verificacion-de-Grado-y-Master\/Presentacion-de-solicitudes-de-titulos-oficiales-y-de-modificaciones-de-planes-de-estudio\" target=\"_blank\" rel=\"noopener\">modifications<\/a>).<\/li>\n\n\n\n<li><strong>PHASE 2<\/strong><em>&nbsp;\u2013 Monitoring implementation<\/em>, to be carried out during the implementation of the degree in order to guarantee the adequate development of the study plan and the achievement of the expected results (<a href=\"https:\/\/drive.google.com\/open?id=0Bxi8Rp1_THQzbTZ5SVNveTd4aVE\" target=\"_blank\" rel=\"noopener\">Protocol for Monitoring Official Qualifications<\/a>&nbsp;of the Autonomous Community of the Canary Islands of the Canary Islands Agency for University Quality and Educational Evaluation \u2013 ACCUEE).<\/li>\n\n\n\n<li><strong>PHASE 3<\/strong><em>&nbsp;\u2013 Ex-post evaluation or renewal of accreditation<\/em>, to be developed periodically in order to verify the suitability of the implementation of the degree as well as its results, in order to authorize the continuity of its teaching (<a href=\"http:\/\/www.aneca.es\/Programas-de-evaluacion\/ACREDITA\" target=\"_blank\" rel=\"noopener\">ACREDITA Program<\/a>-Evaluation for the renewal of degree accreditation). The process must be completed before the end of the sixth year for undergraduate and doctoral degrees, and the fourth year for master&#039;s degrees.<\/li>\n<\/ul>\n\n\n\n<iframe loading=\"lazy\" class=\"stk-block-content stk-inner-blocks stk-064298d-inner-blocks\">\n<p>The accreditation renewal process (ACREDITA program) is the final evaluation phase of an official degree and must be completed periodically, starting from the date of verification or the date of its last accreditation. For undergraduate and doctoral degrees, it must be completed before the end of the sixth year, and for master&#039;s degrees, before the end of the fourth year.<\/p>\n\n\n\n<p>The&nbsp;&nbsp;<a href=\"https:\/\/www.boe.es\/boe\/dias\/2007\/04\/13\/pdfs\/A16241-16260.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Organic Law 4\/2007<\/a>&nbsp;of April 12, which modifies the&nbsp;<a href=\"https:\/\/www.boe.es\/boe\/dias\/2001\/12\/24\/pdfs\/A49400-49425.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Organic Law 6\/2001<\/a>&nbsp;, of December 21, on Universities, establishes a new structure for Spanish university education and degrees, in line with the objectives established for the construction of the European Higher Education Area.<\/p>\n\n\n\n<p>He&nbsp;&nbsp;<a href=\"https:\/\/www.boe.es\/boe\/dias\/2010\/07\/03\/pdfs\/BOE-A-2010-10542.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Royal Decree 861\/2010<\/a>&nbsp;, of July 2, which modifies the&nbsp;<a href=\"https:\/\/www.boe.es\/boe\/dias\/2007\/10\/30\/pdfs\/A44037-44048.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">1393\/2007<\/a>&nbsp;, of October 29, which establishes the organization of official university teachings, and the&nbsp;&nbsp;<a href=\"https:\/\/www.boe.es\/boe\/dias\/2011\/02\/10\/pdfs\/BOE-A-2011-2541.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Royal Decree 99\/2011<\/a>, of January 28, which regulates official doctoral studies, establishes the regulatory framework for the organization and verification of official Bachelor&#039;s, Master&#039;s and Doctoral studies.<\/p>\n\n\n\n<p>In accordance with the provisions of the Royal Decrees, the Universities design their study plans following the protocols established in the&nbsp;<a href=\"http:\/\/www.aneca.es\/Programas\/VERIFICA\" target=\"_blank\" rel=\"noreferrer noopener\">VERIFICA Program<\/a>As the first phase of the evaluation of the degrees, the design is submitted to Verification by the Council of Universities, after evaluation by the National Agency for Quality Assessment and Accreditation (ANECA) and authorization of implementation by the Autonomous Community, according to the&nbsp;<a href=\"http:\/\/www.gobcan.es\/boc\/2008\/154\/boc-2008-154-001.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Decree 168\/2008<\/a>This latter authorization requires compliance with the criteria and requirements for teaching official university courses in the Autonomous Community of the Canary Islands, which are evaluated by the Canary Islands Agency for University Quality and Educational Evaluation (ACCUEE):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>General requirements and criteria for authorizing the implementation of qualifications<\/li>\n<\/ul>\n\n\n\n<p>Regarding the internal quality assurance system for degrees (IQAS), the design of a study plan requires indicating the procedures and mechanisms for review and continuous improvement established to ensure that the degree is target=\"_blank\" rel=\"noreferrer noopener\">Royal Decree 861\/2010<\/a>&nbsp;It specifically addresses the monitoring of degrees registered in the Registry of Universities, Centers, and Degrees (RUCT). This article states that the Ministry of Education, the National Agency for Quality Assessment and Accreditation (ANECA), and the Autonomous Communities will be responsible for developing the guidelines for monitoring degrees. These guidelines focus primarily on the information that universities must publish and update, and on the importance of the Internal Quality Assurance System (IQAS) and the mechanisms designed to monitor these degrees and ensure their subsequent accreditation.<\/p>\n\n\n\n<p>In line with the established guidelines, the Canary Agency for University Quality and Educational Evaluation (ACCUEE) has published the Protocol through which the monitoring of official degrees in the Canary Autonomous Community will be carried out.<\/p>\n<\/div><\/div><\/div>\n<\/details>\n\n\n\n<details degree and must be completed periodically, starting from the date of verification or the date of its last accreditation. For undergraduate and doctoral degrees, it must be completed before the end of the sixth year, and for master&#039;s degrees, before the end of the fourth year.<\/p>\n\n\n\n<p>This is a crucial process for universities, their institutions, and their degrees. The continuity of the degrees and, therefore, their renewal and official retention in the institution will depend on the adequacy of the results obtained and the final report issued after the evaluation process.&nbsp;<a href=\"https:\/\/www.educacion.gob.es\/ruct\/home\" target=\"_blank\" rel=\"noreferrer noopener\">Registry of Universities, Centers and Degrees (RUCT)<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Evaluation process<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Information and Prior Training<\/h3>\n\n\n\n<p>As a starting point, various information and awareness-raising activities are being carried out on the importance of the process and the implications of its results for the ULL: training sessions, courses, and workshops for those involved in degree evaluation, meetings with center leaders, etc.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Internal Assessment \u2013 Self-Assessment<\/h3>\n\n\n\n<p>The internal phase of&nbsp;<strong>Self-assessment<\/strong>, in which the Degree Directors and the Center Quality Committees and\/or Degree Committees prepare a self-assessment report in which they describe, analyze, assess, and reflect on the implementation of the degree, its results, and proposals for improvement, following the provisions of the evaluation model for accreditation renewal. To do so, they must have the information and evidence (indicators, documentation, regulations, teaching guides, meeting minutes, satisfaction results reports, etc.) on which the analysis is based and justified. These data must be submitted along with the self-report as part of the degree accreditation dossier. This data will be reviewed and verified during the visit by the Committee of Experts appointed by the ACCUEE.<\/p>\n\n\n\n<p>This phase of the evaluation process requires the participation and involvement of all stakeholders involved in the training programs: the governing team, the dean&#039;s\/school management team, faculty, students, graduates, administrative and service staff, external tutors, employers, etc.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">External Evaluation \u2013 Self-Evaluation<\/h3>\n\n\n\n<p>Phase of&nbsp;<strong>external evaluation<\/strong>, in which ACCUEE assesses the achievement of the degree objectives and the adequacy of its results: verification of the acquisition of competencies\/learning outcomes by students, human and material resources planned for the development of the degree, and analysis of the evolution of the results.<\/p>\n\n\n\n<p>This external evaluation phase consists of two distinct parts:<strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Visit Panel of Experts,<\/strong>\u00a0In this process, a group of external evaluators (ACCUEE) from the university analyzes the information and visits the center(s) where the degree is taught to verify and compare the data provided in the degree accreditation dossier.<s>s<\/s>\u00a0They will carry out different actions: work meetings, review of teaching guides, review of exams and assessment criteria for the subjects selected by the panel, review of final degree\/master&#039;s projects with different grades, interviews with various groups (teachers and students, PTGAS, graduates, employers, etc.), visit to facilities, infrastructure, etc. The Panel of Experts will prepare a provisional report, to which the university may submit allegations that in no case will involve a discussion of the assessments made. As a final result, a\u00a0<em>visit results report.<\/em><\/li>\n\n\n\n<li><strong>Final evaluation for accreditation<\/strong>, in which an ACCUEE Accreditation Committee will analyze the data and results of the evaluation, obtained in the visit report and in the degree self-assessment dossier. The Committee will prepare a provisional report, to which the university may submit any objections it deems appropriate. The final result will be a\u00a0<em>final accreditation renewal report.<\/em><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Accreditation Results<\/h3>\n\n\n\n<p>The process of renewing the accreditation of a degree ends with the issuance of a final accreditation report, which may be issued in favorable or unfavorable terms with the following implications:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Favorable Report:<\/strong>\u00a0It allows the degree to continue to be taught in subsequent courses and its permanence in the Registry of Universities, Centers and Degrees.<\/li>\n\n\n\n<li><strong>Unfavorable Report:<\/strong>\u00a0It leads to the exit from the RUCT, and the consequent extinction of the title as an official title.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Documentation and information<\/h2>\n\n\n\n<p>The planning, coordination, and advisory work on the ULL accreditation renewal process\u2014drafting framework documents, instructions, and work plans, organizing and compiling institutional evidence, scheduling work with external evaluation agencies, etc.\u2014will be carried out by the Technical Quality Unit of the Vice-Rectorate for Teaching in coordination with the schools.<\/p>\n\n\n\n<p>Based on the experience gained and the improvement proposals made during the external evaluation, the framework documentation will be updated, and the importance and implications of this process will be disseminated among the centers and various stakeholders (faculty, students, PTGAS, etc.). This information and documentation, as well as the identified best practices, will serve as a reference in the planning and organization of the degrees that will undergo the accreditation renewal demands: independent learning strategies, teamwork, improving academic results, resolving difficulties, information and advice on internships, guidance on mobility programs, demands and It therefore constitutes a basic tool for planning the teaching of subjects corresponding to official Bachelor&#039;s and Master&#039;s programs.<\/p>\n\n\n\n<p>In order to develop what is established in the&nbsp;<a href=\"https:\/\/sede.ull.es\/ecivilis-site\/bulletinBoard\/showBulletin\/16942:1\" target=\"_blank\" rel=\"noreferrer noopener\">Guidelines for the Development, Dissemination, and Monitoring of Teaching Guides at the University of La Laguna<\/a>, it is necessary to regulate the deadlines for its completion and approval by the centers. Likewise, it is advisable to include a set of instructions for the correct completion of different sections of the GD.
