The University of La Laguna has the authority to issue enforcement orders regarding financial encumbrances, but in practice, like most public administrations, it lacks the technical resources and systems to effectively exercise this right in terms of collection through enforcement proceedings. Today, November 12th, an agreement was signed with the Canary Islands Tax Agency for the provision of debt collection services in these cases.
The document was signed by the Rector, Francisco García; the Director of the Agency, Raquel Peligero; and the Regional Minister of Finance and Relations with the European Union, Matilde Asián. The university thus delegates to this entity the executive management of the University of La Laguna's outstanding public debts, ensuring greater efficiency in collection, reducing delinquency, and optimizing university public resources.
The agreement, promoted by the Management of the teaching institution, indicates that the University of La Laguna must resolve the appeals and incidents related to the settlements in the voluntary period of the debts that must be collected, issue the executive titles, their enforcement order and resolve the appeals and incidents related, as well as resolve the requests for deferral and installment in the executive period, as well as agree to the declaration of uncollectible credits.
For its part, the Agency undertakes, among other matters, to resolve appeals for reconsideration filed against acts of collection management, the execution of guarantees, the adoption of precautionary measures or to propose to the University of La Laguna, once the corresponding actions have been carried out, that it issue an administrative act of joint or subsidiary liability when the Agency so determines.
In any case, both the rector and the finance minister maintained that the academic center will offer all the necessary installment payment options, but that it is a duty to be rigorous with public money and the execution of debts.
