The discussion began in The proposal, dated the third quarter of 2022, is based on data provided by the two universities. The manager explained that the idea is that once approved, this proposal will come into effect and provide a stable financial framework until 2030.

It is a proposed multi-year funding plan that has also been implemented in other regions such as Valencia, Andalusia, and Aragon. It represents a long-held desire of both universities to have a financial framework that allows higher education institutions to better plan their finances in the medium term, he continued. A new meeting with the Directorate General of Universities will be held on March 23, at which these proposals, including those from this very University Senate, will be presented. The document must then be ratified by the Governing Council and the Social Council, with the aim of it taking effect in the 2024 budget.

The manager explained that this is not a competitive model with the University of Las Palmas de Gran Canaria, but rather an objective framework that will allow for increased funding based on each university's data and the achievement of its proposed objectives. It also aims to establish strategic guidelines for the services provided to society, within the university autonomy of each institution.

The model presented to the governing body for the 2023-2030 period encompasses two main areas of funding. Firstly, results-based and structural funding, and secondly, objectives-based or quality improvement funding. This competitive and additional results-based funding will be established based on the fulfillment of strategic goals set in the multi-year program, linked to the improvement of teaching, research, knowledge transfer, innovation, internationalization, inter-university cooperation, participation in projects and networks and gender equality.

Finally, the model includes a core structural funding structure, which is further divided into results-based funding (subsidies for teaching activities, R&D&I results) and structural funding (subsidies for state and regional regulatory costs, infrastructure and equipment costs) and subsidies for research capacity (six-year research periods, knowledge transfer, and innovation). It also includes objectives-based funding focused on improvements (teaching quality, employment rates, research and knowledge transfer, and gender equality).

The manager noted that the University of La Laguna's current funding amounts to €136,180,000. Under the new model, this academic institution would be eligible for €99,074,658 in core funding. Adding structural funding would bring the total to €54,793,658, and funding based on objectives cannot yet be finalized, as this type of funding is subject to annual review. In total, the University of La Laguna would receive an additional €17,687,953 for 2023, representing a 13.1% increase over this year's budget—an amount quite close to the institution's request.

Intervention of the cloisters

Following the manager's presentation, the various student groups took turns speaking about the proposed funding model. The AEULL student group focused on the infrastructure deficiencies in the university's facilities, without commenting on the document itself, and called for greater student involvement. The Student Freedom group questioned the timing of this session during an election period and asked what would happen if the document were not signed.

ACE questioned the purpose of these extra funds. Deficiencies in management, a lack of leadership from the university administration, and insufficient strategic planning were among the arguments put forward by this group. NEXO, for its part, expressed distrust of this model, which its spokesperson argued is destined for privatization and treats public universities as if they were private institutions.

The spokesperson for Renovación Convergente welcomed the fact that the university will receive an additional €17.6 million per year through this multi-year plan, even though the document is late in arriving. He noted that it clearly confirms the universities' long-standing concerns about underfunding at higher education institutions. He pointed out that this stable funding is a significant step forward, enabling the renewal of teaching and administrative staff positions and providing strong support for research, although it remains below the average. national, he replied.

For his part, the spokesperson for the Alternative Program for Faculty welcomed the regional government's proposal, acknowledging the nearly €18 million shortfall between this year's funding and what the University of La Laguna should have received. He maintained that it is a good document that can serve as a starting point for negotiations with the Canary Islands Government, but cautioned that the university's response time to this model is very short and questioned the appropriateness of the timing. He criticized the fact that the model ultimately fails to address funding for unique circumstances, such as the island's geographical isolation, an issue that is included in the recently approved Organic Law on University Universities (LOSU).

Proposed resolutions

In this morning's session, various proposed resolutions on diverse topics were presented and voted on by the members of the collegiate body, addressing issues of various kinds, mostly related to life on campus.

Improvements to the virtual classroom, various campus amenities, healthier menus, accessibility improvements, more 24-hour study rooms, and more electric vehicle charging points were some of them.

El Claustro de la Universidad de La Laguna se ha reunido hoy 16 de marzo en sesión ordinaria para conocer…

[6,24,59,10
4348,4814
post-11832","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-destacado","category-gobierno-universitario","category-institucion","category-portada-ull","tag-claustro","tag-modelo-de-financiacion

https://www.ull.es/portal/noticias/wp-content/uploads/sites/2/2026/10/Claustro-16-03-gerente-300x200.jpg
["GET
