The president of the Social Council of the University of La Laguna, Francisco Almeida, applauds the recent Non-Legislative Proposal approved in the Parliament of the Canary Islands<\/a>, aimed at promoting an institutional agreement that allows progress in complying with article 55 of the Organic Law of the University System (LOSU), which establishes as an objective to progressively achieve a public investment in university education equivalent, at least, to 1 % of the Gross Domestic Product before the year 2030. \u00a0<\/span><\/p>\n

Almeida emphasized that the initiative stems from the recognition of public universities as strategic infrastructures for the economic, scientific, technological, social, and cultural development of the Canary Islands, highlighting their contribution to talent development, research, innovation, knowledge transfer, equal opportunities, and territorial cohesion. He also stated that achieving the objectives set by the Organic Law on Universities (LOSU) requires coordinated financial planning among the various public administrations and a shared commitment to guarantee the sustainability of the university system. \u00a0<\/span><\/p>\n

The initiative reaffirms the Canary Islands' commitment to the progressive fulfillment of Article 55 of the LOSU (Organic Law on University Education), which sets the objective of achieving public investment in university education equivalent, at a minimum, to 1.1% of GDP before 2030. To this end, it proposes moving from the legal recognition of this objective towards a roadmap that allows it to be made effective through cooperation between the different public administrations. \u00a0<\/span><\/p>\n

Stable and multi-year model<\/b><\/p>\n

Almeida indicated that one of the main focuses of the Non-Legislative Proposal is to continue promoting, together with the public universities of the Canary Islands and their social councils, a multi-year university funding model that is sufficient and stable, aimed at strengthening the quality of teaching and research, knowledge transfer, innovation, internationalization, employability and territorial and social cohesion of the Canary Islands, with the objective that it can reach its full operational capacity from the year 2027. \u00a0<\/span><\/p>\n

The text also proposes urging the Spanish Government to reactivate the working group established to analyze and develop Article 55 of the Organic Law on Universities (LOSU), with the participation of the autonomous communities, universities, and university social councils. The objective is to define a clear and shared roadmap that specifies the methodological, financial, and time-related criteria necessary to ensure the effective fulfillment of this commitment based on a principle of shared institutional and financial responsibility. \u00a0<\/span><\/p>\n

The president of the ULL Social Council indicates that the initiative believes the financial effort required to achieve the objective set out in the LOSU (Law on University Universities) should be shared among the various public administrations. Therefore, he urges the Spanish Government to assume an active and co-responsible role in providing the necessary funding, preventing this effort from falling exclusively on the autonomous communities. \u00a0<\/span><\/p>\n

The Non-Legislative Proposal argues that the debate on university funding and on the regional funding system should take into account the unique characteristics arising from the ultra-peripheral, insular and fragmented condition of the Canary Islands, as well as the structural additional costs associated with maintaining public university services in the archipelago. \u00a0<\/span><\/p>\n

Big deal<\/b><\/p>\n

The initiative also proposes to promote a major institutional and social agreement in favor of the Canary Islands' public universities, encouraging the involvement of public administrations, economic and social agents and representative entities of civil society, with the aim of strengthening the role of the university as an engine of the economic, scientific and social development of the Canary Islands. \u00a0<\/span><\/p>\n

Finally, the approved text agrees to forward this initiative to the Government of Spain, the public universities of the Canary Islands, their social councils, the Conference of Rectors of Spanish Universities (CRUE) and the Conference of Social Councils of Spanish Universities. \u00a0<\/span><\/p>\n

For the Social Council of the University of La Laguna, university funding is one of its main areas of institutional focus. In recent months, the Social Council has conveyed to various public administrations the need to move towards a stable, sufficient, and multi-year funding model that will strengthen the planning, sustainability, and capacity of public universities to continue responding to the needs of society.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
