THE WATER REUSE AS A PUBLIC SERVICE (EXPERIENCE FROM CANARY ISLANDS WATER ACT)

Abstract
European Regulation 2020/741 establishes a set of obligations on water reuse that raise the
question of whether compliance requires the implementation of a new public service. Since
1990, the Canary Islands Water Law of 1990 declares the reuse of water a public service. This
work analyzes the meaning of that legal declaration, the reasons behind and its effectiveness
in the years since its approval. That reference allows identify the elements that are necessary
so that water reuse could be configured as a public service.
