System of Exchange between Spanish University Centers SICUE

The System of Exchange between University Centers in Spain (SICUE) is a national mobility program for university students, promoted by the Crue-Student Affairs Commission, which has been operating since 2000. Students from Spanish universities can complete part of their undergraduate studies at another Spanish university, with guarantees of academic recognition and credit transfer, as well as suitability to their curriculum profile.

This exchange system takes into account the educational value of exchange, enabling university students to experience different teaching systems, including internship programs, as well as the diverse social and cultural aspects of other Autonomous Communities and Cities. Student exchange is based on trust between institutions, transparency, reciprocity, and flexibility.

To ensure that students are familiar with their teaching system, this exchange must take place once the following requirements have been met in the study plan for which the mobility is requested at the home university:

  1. To have passed a minimum of 45 credits at their home university and be enrolled in 30 more credits, without prejudice to compliance with the internal regulations of the home university regarding the minimum number of credits passed in order to be eligible for a mobility grant, in which case said regulations will apply.
  2. In the case of transfer students, they must have passed 45 credits at the university to which they transferred, where they are requesting mobility.
  3. To meet, by September 30, 2018, the credit passing requirement referred to in the two preceding paragraphs.

Students awarded a SICUE place must complete their stay at the host university for the period agreed upon in the agreement, which may be 5 or 9 months (the latter being the case of a full academic year). The following requirements must be met in each case:

  1. Half course: to complete a minimum of 24 credits.
  2. A complete course: to complete a minimum of 45 credits.

A single beneficiary may not have more than one SICUE exchange at the same university (but may have one with a different university), nor more than one per academic year.

The selection of candidates to participate in the exchanges will be made by assessing the academic aspects and the justification and interest of the mobility proposal.

Once the student has obtained the SICUE place, the student's mobility will be based on a Academic Agreement This agreement will describe the activities to be carried out at the host institution. It will be established between the student and the SICUE coordinator at their home institution, in this case the Faculty of Sciences at the University of La Laguna (ULL), and will be approved by the host university. The agreement will be automatically recognized by the home institution.

The number of exam attempts to which the student is entitled will be that in effect at the host university. Students may take elective courses from the host university's curriculum that are not included in the home university's curriculum, which will then be added to their academic record at the home university as electives or free electives.

Under no circumstances may courses previously failed at the home institution be included in academic agreements. Since students may take courses at both universities during the exchange period, failed, online, distance learning, etc., courses will be taken at the home university. Courses for which the student has enrolled but has not attended and which appear as "not taken" may be included. The universities will not sign academic agreements with a duration different from that stipulated in the bilateral agreements.

In the case of external internships, universities will establish the corresponding internal procedures, without contradicting the university's regulations, for the allocation of places to SICUE mobility students, so that they are not disadvantaged if, at the time of their incorporation into the destination center, the external internships have already been allocated.

In the case of final degree projects, the assignment of topic and/or tutor, and the defense of the project must be done in accordance with the requirements established by the host university, so students participating in the exchange who wish to include the final degree project in their academic agreement should contact the coordination of the host university to find out about these requirements.

In both the case of external internships and final degree projects, universities must indicate their availability well in advance to avoid jeopardizing the interests of the students participating in the exchange. Likewise, the student must contact the host institution's coordinator(s) in advance to ascertain the feasibility of the external internship or final degree project, as well as its inclusion in the academic agreement.

The SICUE program has two independent phases. In the first step, the student applies for a SICUE exchange program place from those offered by the Faculty, in accordance with the agreements signed for each degree program. This process begins with the student submitting an application, in which they select a maximum of three universities in order of preference. The following criteria are considered in the student selection process:

  1. Average grade of the transcript
  2. Explanatory memorandum (maximum 1 point)

This exchange program may be supported by regional or public/private scholarships. Universities will publicize these opportunities in a timely manner and ensure that the application forms do not differ from those of this program.

Note: If a student wishes to complete part of their studies at an institution with which the University does not have an agreement, they must contact the SICUE Coordinator at their faculty to initiate the necessary procedures for establishing the desired agreement. This must be done during October and November of each academic year to ensure the agreement is active for the following year (deadline: January 31, 2019).
