Monitoring of the doctoral student

Composition of the Interuniversity Academic Commission of the Doctoral Program.

Present the guidelines for the appointment of members of the Program's Academic Committee, indicating the members proposed for the first committee.

The Doctoral Program in Nautical, Marine, and Naval Radioelectronics Engineering will have an Academic Committee with the characteristics established by both Article 8.3 of Royal Decree 99/2011 and the regulations of the participating universities.

The members of the Academic Committee will be doctors with recognized research experience, who have supervised at least one doctoral thesis and can demonstrate at least one period of recognized research activity in accordance with the provisions of Royal Decree 1086/1989, or equivalent merits if the aforementioned evaluation criteria do not apply. They may be members of the University of Cantabria, Public Research Organizations, or other entities and institutions involved in R&D&I, both nationally and internationally.

Taking into account the above considerations, the following are proposed as members of the Academic Committee of the Doctoral Program in Nautical, Marine and Naval Radioelectronic Engineering: the following teachers.

The functions of the Academic Committee of the Program, among others, are the following:

1. Responsibility for the training and research activities of the doctoral program.

2. Assignment of tutors to doctoral students of the corresponding doctoral program and modification of these tutors at any time during the doctoral program, if justified reasons exist.

3. Assignment of thesis supervisors to doctoral students of the corresponding doctoral program and modification of these supervisors at any time during the doctoral program, if justified reasons exist.

4. Regulation of activities of interest to the training of doctoral students in the corresponding doctoral program, which will be combined with those regulated by the participating universities through their doctoral schools.

5. Evaluation, at least annually, of the Research Plan and the activity document of the doctoral students of the corresponding doctoral program, as well as the reports of their tutors and thesis supervisors.

6. Decision on whether or not to continue in the program for doctoral students of that doctoral program, which must be justified. In the event of a negative evaluation, the doctoral student must be re-evaluated within six months and must submit a new research plan. In the event of a negative evaluation, the doctoral student will be permanently withdrawn from the program.

7. Evaluation of the suitability of the doctoral theses submitted by doctoral students in the corresponding program. The training activities carried out by the doctoral student must also be evaluated. This positive evaluation will be a necessary condition for proceeding with the doctoral thesis defense.

8. Determination of the exceptional circumstances that affect the non-publicity of certain contents of the thesis, as stated in section 6 of Article 14 of RD 99/2011.

9. Authorization for theses submitted by doctoral students of the corresponding doctoral program to be eligible for international mention.

10. Issuance of reports on applications for incorporation and withdrawal of researchers as members of the doctoral program, for submission to the Steering Committee for approval.

Procedure used by the corresponding interuniversity academic committee for the assignment of the doctoral student's tutor and thesis director.

a) Procedure used by the relevant Commission for the assignment of the tutor.

Once the student has been admitted to the doctoral program, the Academic Committee responsible for the program will assign a tutor. This tutor must be a doctor with proven research experience, associated with the Doctoral Schools participating in the project, and who will be responsible for ensuring the doctoral student's interaction with the academic committee.

The Academic Committee, after hearing the doctoral candidate, may modify the appointment of the doctoral candidate's tutor at any time during the doctoral program, provided there are justified reasons.

Within a maximum of six months of enrollment, the academic committee responsible for the program will assign each doctoral candidate a doctoral thesis supervisor, who may or may not be the same as the aforementioned advisor. This supervisor may be assigned to any Spanish or foreign doctor with proven research experience, regardless of the university, center, or institution where they work.

The academic committee, after hearing the doctoral candidate, may modify the appointment of their doctoral thesis supervisor at any time during the doctoral program, provided there are justified reasons.

b) Procedure for appointing the thesis director.

The following will be submitted to the Academic Committee for evaluation:

  • A doctoral thesis project, which must be original and structured as follows: background, hypothesis, reasoned objectives, methodology, and work plan.
  • Brief curriculum vitae (last 6 years) of the project director(s), with specific mention of the publications and doctoral theses directed during that period.
  • The Academic Committee will analyze documentary evidence that the line of research has sufficient resources. To this end, the letter granting the official grant or grants to the research group must be attached, clearly stating the project title, the name of the principal investigator, the reference, and the duration of the project.
  • If there has been no funding for the research project in the last four years, the applicant may present and justify all the circumstances that, in their opinion, support the quality and viability of the research project submitted.

Procedure for controlling the activity document of each doctoral student and certifying their data.

All training activities carried out by each doctoral student in this program at their university will be recorded by the participating Doctoral Schools in a digital folder. This folder will constitute the doctoral student activity record (DAD). In this folder, students must include, in PDF format, all documents certifying their attendance at advanced methodology courses, workshops, scientific seminars, conferences, congresses, doctoral seminars, etc. Doctoral Schools must have the original or certified photocopy of each of these documents from their research trainees.

The Academic Committee of the Program will review the doctoral students' DAD at the end of each course.

In addition, Doctoral Schools must include in this folder all the ratings received on research trainees by the professors responsible for the doctoral program's cross-curricular and specific training activities. Regarding stays at foreign research centers, the reports prepared by the doctoral student's supervisors during the stay will be taken into account.

The doctoral student's monitoring will be carried out directly by the Thesis Director and Tutor, based on the monthly review of the DAD and face-to-face meetings with the doctoral student.

Likewise, the DAD will be an essential element in the different evaluation procedures (at least annually), thesis reading, etc., throughout your doctorate.

At the student's request and with the approval of the tutor or thesis director, participating Doctoral Schools may certify the activities carried out by the student during the predoctoral period.

The thesis supervisor and tutor may rely on the advice of the Interuniversity Academic Committee and external professors who are experts in the research topic to monitor the doctoral candidate and document their activities and progress.

The annual evaluation of activities carried out by part-time students will take into account the special conditions that these students face in terms of availability of time and schedules to carry out certain activities.

Provision of doctoral students' stays at other national and international training centers, joint supervisions, and international mentions.

In general terms, student training at other research centers and/or the participation of external experts in the review process of the research plan and results achieved will be encouraged.

Programs of origin: A growing number of doctoral students have completed their thesis and obtained a European or International Doctorate mention.

The objective of the proposed Program is to increase the percentage of theses with this mention.
