International cooperation requires strategic planning and solid governance to achieve real and sustainable impact. In this section, you can learn about the policies and strategies that guide university cooperation in the field of development, as well as the spaces for dialogue and decision-making in which the University of La Laguna participates.

International Development Cooperation Strategy

The ULL's International Development Cooperation Strategy, approved by the Governing Council Agreement of June 7, 2021, aims to be both a tool for coordinating the University Development Cooperation (CUD) actions that predate its drafting, and for planning future actions, providing them with coherent lines of action and objectives that must necessarily be aligned with community, national, and local policies in this area, without losing sight of the interests and sensitivities of our university community.

In drafting it, which benefited from the advice of experts from both the institution itself and external experts, we analyzed the actions we already had underway and tried to integrate them into a more ambitious framework, simultaneously analyzing the strengths and weaknesses that limit our possibilities for action, always with an eye toward ways to overcome these weaknesses.
In terms of training, the goal of achieving student specialization in the CUD is particularly important, through two lines of action: promoting the development of final projects, master's thesis, and doctoral programs that serve as a seed for future lines of research in this field; and developing a catalog of subjects from current curricula with CUD content to propose possible changes to these curricula, with the goal of creating specialties within certain degrees.

This strategy was created as a working tool for the vice-rector's office itself. We hope to submit it, in the medium term, to a broad debate that will allow us to develop an instrument that connects and engages the entire university community.

Advisory Council for Development Cooperation of the Government of the Canary Islands

Article 1 of Decree 64/2006, of May 23, establishes the creation of the Advisory Council for Development Cooperation, as a collegiate body to advise and promote the participation of the Canary Islands Public Administrations, Non-Governmental Development Organizations, and other social stakeholders of the Autonomous Community of the Canary Islands in cooperation policies to be implemented in developing countries.

The Council's functions include reporting on draft laws, projects, general provisions, proposed master plans, and annual plans in the area of cooperation; proposing recommendations for improving these plans; advising the Canary Islands' public administrations on development cooperation; proposing measures for the proper implementation of recommendations issued by international organizations on development cooperation; proposing criteria for joint action in the event of disasters and emergencies; promoting coordination between the Canary Islands' public administrations and between them and the various social stakeholders involved in development cooperation;

Pursuant to Article 2 of the Council's Regulations for the Organization and Operations, the Canary Islands universities are members, with the ULL represented by the Vice-Rector for Internationalization and Cooperation.

This advisory body, which was created in mid-2020, is tasked with advising the Tenerife Island Council on matters of solidarity, international cooperation, and development cooperation, as well as proposing the priorities and criteria that should govern action plans and issuing reports and proposals.

According to its regulations, the University of La Laguna may be a member of the Council. Therefore, at the request of the Council, the Vice-Rector for Internationalization and Cooperation has been proposed as a member of the Council, with the Cooperation Advisor acting as an alternate.
