The Canary Islands tourism moratorium. The reconversion of a mature tourist destination through land-use planning.

Law 19/2003, which approved the Guidelines for the Organization of Tourism in the Canary Islands, continued the process of public intervention commonly known as the "Canary Islands tourism moratorium", which began in 2001. This public policy of territorial organization and governance of tourism in the Canary Islands has become permanent, although the term moratorium indicated its initially provisional nature.

The book's main objective is to reconstruct this process, identifying and analyzing the key factors that explain not only its initial necessity and the specific circumstances that motivated it, but also its evolution. To this end, the regularities and analogies of the process are identified, allowing for the differentiation of three stages with homogeneous content, criteria, and objectives. The aim is to verify and formulate judgments about whether it truly was—and is—the most appropriate option based on criteria of relevance and pertinence. The fundamental hypothesis is that the deviations in the process have not been so much a consequence of the objectives set and the chosen instrument, but rather of the circumstances that arose during the implementation of the tourism moratorium strategy itself and the reaction of the stakeholders involved.

Simancas' study is part of the results of the R&D&I project called "ReinvenTUR: Evaluation of the impact of public policies for the renewal of mature tourist destinations. The case of the Tourism Planning Guidelines of the Canary Islands", financed by the Canary Agency for Research, Innovation and the Information Society of the Government of the Canary Islands and the European Regional Development Fund (ERDF).
