A few years ago, this phrase was considered false. However, nowadays I believe it's true. In fact, some people use it. Just as there are 0.01% alcohol beers, there are also 0.01% alcohol brains.

That's it. But it's not your fault, it's the internet's. Ever since it came into being, we'd fall off cliffs for a selfie, we couldn't fry an egg without a tutorial, and we're even afraid to express our opinions for fear of being insulted by someone 10,000 km away.

Little by little, we've been shutting down the brain's engine. Fortunately, I have a solution to reactivate it. That said, we'll have to wade through a few puddles.
